10. The "uncertainty hanging over
British subjects in China", if it has
in certain cases acted as a deterrent,
may be regarded as a transi tory
influence. I do not attach much weight
tothis. I am convinced that the
fundamental causes militating against
successful recruitment are to be found
in the points enumerated in paragraph 8
above.
